IR35 into the private sector

Barclays Bank has announced it will stop using off-payroll contractors through limited companies

Barclays will be shifting all of its contractors onto the Pay As You Earn (PAYE) system.

The motive behind this move is to circumvent the IR35 regulations which will come in to effect in the private sector in April 2020.

Barclays sent out a letter to its contractors explaining how they did not wish to be liable for employment status and so has decided they will not be extending the contracts of anyone working off-payroll.

The Health & Safety Executive (HSE) is set to publish the criteria required for it to begin an investigation into claims of work-related stress.

The HSE said it was redefining its operational guidance to establish a consistent approach to handling complaints of stress at work.

According to the Labour Force Survey, 595,000 workers suffered from work-related stress, depression or anxiety in 2017/18, while 15.4 million working days were lost to these conditions.

The conditions were more prevalent in the education, health and social work and public administration and defence sectors.

The Recruitment and Employment Confederation’s (REC) September 2019 Jobs Outlook has shown some interesting results

PERMANENT RECRUITMENT

SHORT-TERM OUTLOOK

24% of employers of permanent staff stated that they would be increasing their permanent headcount over the next quarter

This included 31% of employers in London and 29% in the Midlands, but significantly fewer (18%) in the South (excluding London).

Just 3% of employers suggested that they would be releasing workers back into the availability pool, compared with 2% in the same period last year.

SKILLS SHORTAGES AND QUALITY OF HIRES

49% of UK employers were concerned over the sufficient availability of candidates for permanent hire

The top three skills areas of concern are noted for their high legacy dependency on non-UK nationals within the workforce.

In July the UK Government launched its consultation on improving health at work alongside proposed changes to improve statutory sick pay.

The consultation has a number of questions, key ones being:

  • How should the government help small businesses afford OH services?
  • How can the government make sure OH services are good?
  • How can we tell if an OH service has helped somebody stay in work?
  • Do you have any other ideas about how to make OH services better?

This consultation seeks views on different ways in which government and employers can take action to reduce ill health-related job loss. Disabled people and people with long-term health conditions are at greater risk of falling out of work.

The proposals aim to support and encourage early action by employers for their employees with long-term health conditions, and improve access to quality, cost-effective occupational health.

The Department for Work and Pensions and the Department of Health and Social Care want to understand the effect of these proposals on:

  • Business
  • Individuals
  • The occupational health profession.

Occupational health practitioners and providers have been urged to educate their HR colleagues and employers about their role and the benefits they can bring to an organisation, after research found understanding of OH was low.

Although 80% of HR decision-makers polled by health and wellbeing provider BHSF said they offered their staff access to OH, only 26% admitted they were familiar with any leading providers.

Although 60% said short-term sickness absence was a pressing concern for their organisation, BHSF found few HR decision-makers were aware of the role OH can play in improving absence rates.

Back pain was reported as their most significant health concern, by 68% of respondents. Perhaps surprisingly given recent coverage, mental health was identified as a concern by only 28% of HR practitioners.

Amazon will grow its number of UK employees to 29,500 in a move described by Chancellor Philip Hammond as a “clear vote of confidence” in the British economy

A report published by the Society of Occupational Medicine (SOM) found that only 45 per cent of UK workers have access to Occupational Health Services despite the fact that every year over 170 million days are lost to illness.

1.4 million workers suffering from work-related conditions

The report calls for the creation of a centralised body to give guidance in OH

Other recommendations were greater support for businesses in assessing the economic benefit of OH interventions and a more investment from the Government, employers and the industry.

The report was researched by Professor Ewan Macdonald OBE, head of the healthy working lives group at the University of Glasgow

Professor Macdonald said:

“People are retiring earlier because themselves and their employers are not getting the skilled support and advice which can help people to work safely and longer”

  • A full Health Surveillance programme to include audiometry, lung function, HAV assessment (tier 2 questionnaire), skin assessment and safety critical worker assessment.

To apply you will: –

  • Be an RGN with an OH qualification who can demonstrate their experience of delivering health and wellbeing programmes and lifestyle assessments, ideally within the construction sector
  • A confident communicator who knows how to network with customers, health and safety colleagues and team
  • Confident using technology and systems
  • Willing to travel within the UK for at least 50% of the working week and prepared to drive the mobile unit, training will be provided

The Recruitment and Employment Confederation (REC) released its Jobs Outlook for the first half of 2019 and it found:-

The net balance of employers’ confidence in the prospects for the UK economy improved by 3 percentage points

The UK workforce increased by 0.1% in February–April 2019

Self-employment rose by 74,000 (1.5%) quarter-on-quarter to 4,913,000 (15.0% of the workforce)

The UK unemployment rate was 3.8% in February–April 2019 – At 1,304,000

15% of UK employers had made redundancies in the year to March–May 2019 – significantly lower than a year earlier (20%).

39% of UK employers who hire temporary agency workers stated that agency worker pay rates were higher than the permanent equivalent

50% of UK employers that hire agency workers rate their use as important for managing fast-changing organisational requirements

Despite the steps taken by the rail industry to take care of its workforce, more needs to be done to ensure the health of employees is a priority.

It has been highlighted that there are serious occupational and mental health issues that the workforce need to be protected from

Keith Morey, a member of the Institution of Occupational Safety and Health’s (IOSH) Railway Group, believes recently-published figures from the UK’s Office of Road and Rail (ORR) are a “wake-up call” for the industry.

In 2018 – 2019 There was:

91 reported cases of hand arm vibration syndrome (HAVS)

483 injuries relating to manual handling – 157 led to sickness absence

1,054 cases of shock or trauma, relating to someone who has tried to commit suicide or has been affected by someone who has attempted it.

Morey said that these figures are a wake-up call and in terms of occupational health, anyone who suffers from HAVS it is unacceptable that people are suffering when it is entirely preventable, he goes on to say as an industry, we need to ensure that proper controls are in place

Centrica announced it is planning to cut around 700 management and back office jobs as it faces “growing challenges”.

Trade union GMB hit out at the firm’s boss Iain Conn, claiming his “rotten leadership” has resulted in the loss of people’s livelihoods.

The company said staff had been told about the cuts

A spokesman said: “This difficult decision was made because we need to respond to the growing challenges we face. The energy market is going through continued rapid change, competition is fierce, our energy customers are leaving us and we’re operating under a price cap.

Unions said the job losses were a “terrible blow” for the workforce.

It has long been held that being in employment benefits people’s wellbeing but how much work is good for us and at what point do we start to suffer through too much or too little work?

Researchers from Cambridge and Salford universities published a paper looking at how much paid work is needed for mental health and wellbeing

The researchers, led by Brendan Burchell at Judge Business School, Cambridge University, analysed data from 85,000 people from the UK Household Longitudinal Study from 2009 to 2018, seeking answers to two questions. What is the minimum amount of paid employment needed to deliver some or all of the wellbeing and mental health benefits that employment has been shown to bring? And what is the optimum number of working hours at which the mental health of workers is at its highest?

The study found that even a small number of working hours, of between one and eight hours per week generates significant mental health and wellbeing benefits

The researchers concluded was little variation in wellbeing between those who worked one to eight hours per week through to those who worked 44-48 hours per week.

According to a new government people plan called “The interim NHS people plan” launched in a bid to address the NHS’ workforce, states that it is important to provide better culture and retention but experts warn managers need to ‘start with their own behaviour’ to enact change – The NHS needs to rapidly become a better place to work, as well as address growing staff shortages

Mental Health issues leading to staff absences cost the Home Office £12 in 2018 b

Other departments have reported losing hundreds of thousands of pounds’ worth of staff time to stress alone.

Senior Whitehall officials have suggested that increased workloads and stubbornly high harassment levels were causing this issue

Liberal Democrat MP Tom Brake, who compiled the data, said the impact of Brexit was also likely to be a contributing factor due to harassment of civil servants and loss of focus from other policy work.

  • Provide clinical assessment of clients presenting with minor illness and injury
  • Provide health surveillance.
  • Write letters to GP/Specialists in line with the Access to Medical Reports Act and GDPR
  • Support the OH Manager to advise, monitor and assess the clinical practice of the OH team
  • Prioritise and manage the clinical caseload generated by the various clients
  • This role will be roughly 50% safety critical medicals/Health Surveillance, 30% mini health checks and treatments, 10% Health Education and 10% Drug and Alcohol testing. 

To apply you will be a registered nurse with NMC Part 1 and have experience within OH, A&E and/or an acute/practice area

This is a full time role, where the successful applicant will work Monday to Friday, 7.5 hours per day between the hours of 8.00am and 4.00pm

This comes in light of this week being Mental Health Awareness Week and Hays is urging others in the industry to better support the mental health needs of staff.

According to MIND the mental health charity, approximately 1 in 6 people of working age will be affected by a mental health condition in any given week.

With awareness of its prevalence and impact increasing year on year, it is an issue that employers should look to address openly and sensitively.

According to a study from Myers-Briggs older employees are likely to enjoy improved well-being, according to a study as the research reveals that workplace well-being progressively increases with age and also highlights workplace relationships as one of the most important elements of well-being.

This three year international study, which surveyed over 10,000 people from 131 countries, revealed that the youngest age group (18–24 years) report the lowest levels of well-being and the oldest age group (65+ years) reported the highest levels

This supports the theory that people develop ways to support their well-being with experience;

Surprisingly the research found that country culture and gender play little part in contributing to workplace well-being

4 x Remote Based Case Manager (Occupational Health Advisor)

Location: Homebased

Job Type: Temporary – 3-5 days/week until end of July 2019

My client is looking to recruit 4 x Remote Based Case Managers (Occupational Health Advisors) to work HOMEBASED working 3-5 days/week on a temporary basis until end of July 2019. The role will involve:

– Undertaking remote based case management 7 cases per day (1 hour per case) for various clients.

– Providing professional, comprehensive and evidence based reports

– Hours: 09.00am – 5.30pm

– Training: 3 full days near South of Manchester – Non-negotiable W/C 20th May

– Ad-Hoc and availability less than 3 days/week cannot be considered

To apply for this role you will need to be an experience Occupational Health Advisor WITH PROVEN CASE MANAGEMENT EXPERIENCE. The successful candidate will need to attend training in the South of Manchester office for 3 days. To apply for this role you will need to complete a short case study exercise. Start W/C 27th May.
